In view of the existing emergency in the machine shop in the Bureau of the Census, and of the difficulties recently experienced in obtaining properly qualified eligibles from the civil-service registers, the Secretary of Commerce and Labor is hereby authorized to employ, without reference to the civil-service rules, such machinists, tool makers, electricians, and apprentice boys (machinists) as may be necessary for the prosecution of the work whenever, in his opinion, it is not practicable to make such appointments from the civil-service lists. This order is made in view of the further fact that these employments are temporary only.
