John H. Dickinson, formerly employed as an inspector in the Quartermaster's Department of the Army, who was dismissed more than one year ago on account of alleged irregularities which were afterwards found to be groundless, may be reinstated as an inspector without regard to the provision of the civil-service rules limiting reinstatement to one year after separation.
