It is hereby ordered that the following land in Alaska described as follows, viz:


Beginning at a point at the head of Sheep Bay, in approximate latitude 60° 43′ N., longitude 145° 54′ W., from Greenwich; thence due east to the line of longitude 145° 40′ W.; thence due south on the last named line to the north shore of Orca Bay; thence following the lines of Orca, Simpson and Sheep bays, to the place of beginning; also the three islands in Orca Bay, situate east and west of Hawkins Island, all shown upon a diagram submitted by the War Department and represented upon U. S. Coast and Geodetic Survey chart No. 8520, which islands are designated on said chart as “Observation Island," “North Island” and “Channel Island," be, and the same are hereby reserved for use of the War Department for defensive purposes.
