Not exceeding 115 persons appointed as experts and agents without examination under Subdivision IX, section 1 of Schedule A, of the civil-service rules, and who now are engaged upon work similar to that of competitive employees, and who are especially recommended by the Secretary of Agriculture because of their proved capacity for efficient service may be transferred to appropriate competitive positions in the Department of Agriculture.
