How do we handle footnotes that are in an appendix at the end rather than at the bottom of the page? If someone could answer here, or just finish Page 2 and I'll go see what was done. Or point a sample article where this is featured.

Good questions. For handling footnotes, take a look at Page:Nature and Character of our Federal Government.djvu/29 and Page:Nature and Character of our Federal Government.djvu/30. I'll set up page 2 (maybe tonight?) as well so you can see how it will work.
