with the confirmation and consent of the Navy, when they have the following characteristics and qualifications, namely—
(a)having been conferred with the rank of lieutenant or higher;
(b)having been ship commanding officers;
(c)having been in the public service for a period not less than twelve years, and having passed an examination and having in possession a certificate of knowledge and expertise in navigation according to the provisions designated in the regulations of the Ministry of Economic Affairs on navigation.
Level 1 port inspection officers shall be selected by the CSSC of the Ministry of Economic Affairs from amongst the persons who have been level 2 port inspection officers for not less than three years.
Level 2 port inspection officers shall be selected by the CSSC of the Ministry of Economic Affairs from amongst the persons who are regular or retired naval officers of any type in the General Line of the Royal Siamese Navy, with the confirmation and consent of the Navy, and those persons must also have the following characteristics and qualifications, namely—
(a)having been conferred with the rank of lieutenant or higher;
