(b)having been ship commanding officers;

(c)having been in the public service for a period not less than twelve years.

Chief ship inspection engineers shall be selected by the CSSC of the Ministry of Economic Affairs from amongst the persons who have been level 1 ship inspection engineers for not less than three years.

Level 1 ship inspection engineers shall be selected by the CSSC of the Ministry of Economic Affairs from amongst the persons who have been level 2 ship inspection engineers for not less than three years.

Level 2 ship inspection engineers shall be selected by the CSSC of the Ministry of Economic Affairs from amongst the persons who are regular or retired naval officers of any type in the Engineering Line of the Royal Siamese Navy, with the confirmation and consent of the Navy, and those persons must also have the following characteristics and qualifications, namely—

(a)having been conferred with the rank of lieutenant or higher;

(b)having been ship chief engineers;

(c)having been in the public service for a period not less than twelve years.

Seagoing ship commanding officers shall be selected by the CSSC of the Ministry of Economic Affairs from amongst the persons who are regular or retired naval officers of any type in the General Line of the Royal Siamese Navy,
