with the confirmation and consent of the Navy, and those persons must also have the following characteristics and qualifications, namely—

(a)having been conferred with the rank of junior lieutenant or higher;

(b)having been ship commanding officers, or having been, for not less than three years, chief mates of the ships for which they are to be selected as commanding officers;

(c)having been in the public service for a period not less than eight years.

Seagoing ship chief mates shall be selected by the CSSC of the Ministry of Economic Affairs from amongst the persons who are regular or retired naval officers of any type in the General Line of the Royal Siamese Navy, with the confirmation and consent of the Navy, and those persons must also have the following characteristics and qualifications, namely—

(a)having been conferred with the rank of junior lieutenant or lieutenant;

(b)having been in the public service for not less than eight years.
