Section50.At a meeting of a chamber, it is an absolute privilege for any Member to utter any word in such a way as to state a fact, or express an opinion, or cast a vote. No one shall take it as a ground for instituting a proceeding or denunciation against such Member in any manner.
This privilege extends its protection to those who print and publish meeting proceedings upon the order of a chamber, and also extends its protection to those who are invited by a chamber to state facts or express opinions at its meetings.
Section51.The sessions of the Senate and House of Representatives commence and end simultaneously.
Section52.In each year, both chambers have one or several sessions as may be designated by the House of Representatives. The first meeting must be designated in such a manner that allows the Members to meet within thirty days from the day of the election. It shall be the House of Representatives that designates the day of commencement of an annual session.
Section53.Each ordinary session lasts for a period of ninety days, but the Monarch may allow extension thereof.
