Phra Riamwiratchaphak said, "As regards the ending phrase, which is 'supreme patron of religions', I think it is not clear enough, because if he is to be a general patron, it should be added at the end that he shall offer patronage to the religions of all kinds[1] whatsoever."

The President of the Constitution Drafting Subcommittee said, "No need to add so, since it is already a royal tradition, and the document which is written like this can be understood as such. Speaking of writing, I think that if it is already understandable, it should be enough. So, no addition should be made."

The President of the House said, "In this section, there is a question upon which we should pass a resolution, that is, the proposal of Phra Riam that an addition be made to the end of the section. Should this addition be made?" The meeting resolved to disagree therewith. The original draft was kept intact.

Section 5 The President of the Constitution Drafting Subcommittee said, "This section contains 'The Monarch holds the position of Head of the Siamese Armed Forces', which refers to the position of the monarch in relation to the forces or armed forces. Thus, I should like to invite the Minister of Defence to kindly give an explanation."

Phraya Ratchawangsan said, "In general, the text of this fifth article has nothing special, as it follows the practice observed in foreign countries, that is, honouring the monarch as the head of the army, the navy, and any military force that is to be established. However, in terms of administration, it would have to be carried out through the People's Committee according to the constitution. Thus, his powers would be different from those of a king who reigns with absolute powers."
