Chaophraya Thammasak stated: "As far as I have read the contents of this, I understand that he is to exercise the power according to the provisions of the Constitution, which already means he cannot exercise it in any other manner, because this clearly tells that he is to exercise the power according to the constitutional provisions, not to any other things. It is already equal to limitation. Whether or not there is [the word 'only'], the meaning would be the same. But if the word 'only' is added, it would give a quite clear meaning."

Luang Praditmanutham said: "When a Member desires to have it strictly interpreted as such, I would like to second him."

The President of the Constitution Drafting Subcommittee said: "No objection."

The President of the House said: "In this section 2, a Member has proposed that the word 'only' be added before the word 'by', causing it to be read 'exercises such power only by virtue of the provisions of this Constitution'. If there is no more objection, I beg you to vote to confirm it." The meeting adopted a resolution in favour of it. Accordingly, section 2 as so considered and modified became satisfactory.
