Section 10. The Board shall within thirty days of the adoption of the plan of said building advertise in one or more newspapers published in the Territory for thirty days, for sealed proposals for the erection of said building according to the plan and specifications adopted by said Board. Such advertisement shall specify the size, number of rooms, thickness of walls, kind and quality of the material in the construction of said building, kind of roof and floors; the number size of the doors and windows, and the time allowed for the completion of said building, also the time and manner in which payment is to be made.

Section 11. The said Board shall on the day named in the advertisement meet in the Court House in said County and publicly open all bids offered and shall award the contract as in their discretion appears most conducive to the interest of the County, and they may reject any and all bids offered and the said Board shall require of the person or persons to whom such award shall have been made to enter into a written contract with the said Board for the erection and completion of such building, and shall require such person or persons entering into such contract to give bonds to said county in the amount of the contract with two or more sureties conditioned for the faithful performance of the contract, the sureties to be approved by the Board of Supervisors of the County. The expense of advertising for proposals to build a County Building herein specified shall be paid by the person or persons to whom the contract shall be awarded, and no contract shall be entered into with any person or persons until such expenses are paid.
