replaced by a similar body, a person experienced in the development and conservation of natural resources, appointed by the Officer Administering the Govern- ment; (c) one shall be a person experienced in financial matters, appointed by the Officer Administering the Govern- ment; (d) one shall be a person experienced in African agricul- ture, appointed by the Officer Administering the Government; and (e) one shall be a person experienced in local government in tribal areas, appointed by the Officer Administering the Government. (2) Any member of the Board of Trustees who is appointed under the provisions of subsection (1) of this section shall nold office for a period of five years unless he shall sooner resign by writing under his hand addressed to the Chairman At the expira- tion of his period of appointment any such member shall be eligibie for re-appointment. (3) Whenever through illness, absence or other cause the Chairman of the Board is precluded from exercising his functions on the Board, the person for the time being acting as Chief Justice or the Judge President or the next senior judge of the High Court shall act as Chairman of the Board. (4) Whenever through illness, absence or other cause any other member of the Board is precluded from exercising his func- tions on the Board, the Officer Administering the Governnient may appoint some other suitable and qualified person to aci for such member on the Board. (5) In the casc of an equality of votes, the Chairman shall have a casting vote. Subject to this, the Board may regula ic its own proceedings 1 LSI- 104. (1) The Board of Trustees shall be responsible in their in i to capacity as liustees for ensuring that the Tribal Trust Land is Trust used and occupied in accordance with the PTOVISIOFS of subsection (2) of section 102 (2) The Government of Rhodesia shall be responsible, sub- ject to the provisions of this Chapter, for providing and controlling the services required for the administration of Tribal Trust Laod and for securing the proper development thereof in the interests of the tribesmen living thereon
