That it fliall and may be lawful to and for any Pcrfon or Perfons to advance and lend unto their Majefties, as well upon the Security of this Aft, as upon the Se- curity of the faid two former Afts made in the Reign of the late King fames (from and after the Sum of fix hundred thoufand Pounds, mentioned in an Aft made in the firft Year of (heir Majefties Reign, inti- tuled, An A£f for appropriating certain Duties for paying the States General of the United Provinces their Charges for his Majejlfs Expedition into this Kingdom, and for other Ufes, fhall be fully fatisfied and paid to the faid States General) any Sum or Sums of Money, and to have and receive for the Forbearance there- of any Sum not exceeding eight Pounds by the hundred for one whole Year, and no more, direftly or in- direftly. (18.) An Aft for paving and cleanfing the Streets in the Cities of London and Wefiminfler, and Suburbs and Liberties thereof, and Out Parifhes in the County of Middkfex, and in the Borough of Scuthwark, and other Places within the Weekly Bills of Mortality, in the County of Surrey, and for regulating the Markets therein mentioned. WHEREAS an Aft was made at a Parliament held at IVcfminfler, in the thirteenth and fourteenth Years of the Reign of his late Majefty, King Charles tt Second, for the repairing the High- ways and Sewers, and for paving and keeping clean the Streets in and about the Cities of London and JFeJlminJier, wherein (amongft other Things) many neceffary and wholefome Provifions were made tor the cleanfing and paving the faid Streets, and other Parifties and Places comprized within the Weekly Bills of Mortality ; which faid Aft being fince expired, many Perfons in the Out Pariflies in Middlrfx, and other Parifties in the Limits aforefaid, which have been chofen to ferve the Office of Scavenger, refufe to take the Execution of the faid Office upon them ; and others, who have been rated and af- feffed towards the cleanfing and carrying away the Dirt and Soil out of the Streets, have refufed to pay the Rates affeffed upon them, there being no Law in Force to compel them thereunto, fo that no Perlon can be imployed to be Raker, to carry the Dirt out of the faid Streets, for Want of fome Provifion for Payment for doing that Service ; and the poorer Sort of People daily thro-.v into the faid Streets all the Dirt, Filth, and Coal Aflies made in their Houfes ; by rcafon whereof the faid Streets are become ex- tremely dirty and filthy, fo that their Majefties Subjefts cannot conveniently pafs through the fame about sheir lawful Occafions, and many other Inconvenicncies daily ariie for Want of the like Provifions in ' other
