C. 23, 24. 91 for any lefs Term than feven Years, upon pain to forfeit and pay the Sum of five Pounds for every Month that he (hall continue offending in the Premiffes contrary to the true Meaning of this Act, of which one Moiety (hall go anil be applied to the Ufe of his Majefty, his Heirs and Succeffors, and the other Moiety thereof to luch Perfon or Perfons as will fue for the lame by Action of Debt, Bill, Plaint or Information, to be commenced, brought or profecuted in any Court in the faid Plantations, wherein no Effoin, Protection or Wager of Law, or more than one Imparlance fhall be admitted or allowed for the Defendant. VIII. And be it further enacted by the Authority aforefaid, That no Perfon or Perfons inhabiting in Penalty on im- thc faid Plantations, from and after the faid twenty-ninth Day of September one thoufand feven hundred P lo )' in S Ne 6 roe and thirty-two, (hall retain or fet on Work, in the faid Art of Hat or Felt making, any Black or Negro, upon Pain to forfeit and pay the Sum of five Pounds for every Month wherein fuch Perfon or Perfons mall fo offend, contrary to the Meaning of this Act ; and to be recovered and applied in Manner, and to the Ufes aforefaid. IX. Provided always, That nothing in this Act contained fhall extend to charge any Perfon or Perfons sons may work lawfully exercifing the laid Art, with any Penalty or Forfeiture for fettihg or uimg his or their own Son in their tatheis or Sons to the making or working Hats or Felts in his or their own Houfe or Houfes, fo as every fuch Hou(es - Son or Sons be bound by Indenture of Apprenticefhip, for the Term of feven Years at the Ieaft, which Term (hall not be to expire before he (hall be of the full Age of twenty-one Years; any Thing herein contained to the contrary notwithftanding. X. Provided alfo, and be it enacted by the Authority aforefaid, That every Felt-maker redding in the faid Plantations, who at the Beginning of this prefent Seffion of Parliament was a Maker or Worker of Hats or Felts, and being an Houfholder, and likewife all fuch as were at the Beginning of this pre- Exceptions fent Seffion Apprentices, Covenant Servants, or Journeymen in the fame Art or Myftery of Felt-ma- 5° U iders ? and° Uf " king, fo as fuch Apprentices ferve or make up their refpective Apprenticefhips, (hall and may continue journeymen. and exercife the Trade or Art of making Hats and Felts in the faid Plantations, although the fame Perfons were not bound Apprentices to the fame Art for the Term of feven Years ; any Thing in this Act to the contrary notwithftanding. XI. And be it further enacted by the Authority aforefaid, That this prefent Act: fhall be deemed, and Publick AS. is hereby declared to be a publick Act, of which all Judges and Juftices are to take Notice without fpecial pleading the fame. An Act; for making void the feveral Contracts for Sale of the Eftate of James late Earl of Derwent- watcr, to William Smith, Efquire, and alfo of the Annuity of two hundred Pounds during the Life of Charles Radcliffe, and the Arrears thereof, to Mattheiv White, Efquire, and the feveral Convey- ances made in Pursuance of the fame. - X7 HE RE A S there is great Reafon to believe that the Soil and Climate of the Ifland of Ja-

- that great Quantities of that Commodity may be produced in the faid Plantations, and from thence
- imported into this Kingdom, if Encouragement be given for that Purpofe, to the great Advantage
