Preamble, * 1I7HEREAS the keeping a fufficient and well regulated Watch in the Night-time within the

4 for the Prefervation of the Perfons and Properties of the Inhabitants thereof, and very neceffary to ' prevent, as well the Mifchiefs which may happen from Fires, as Murders, Burglaries, Robberies, ' and other Outrages and Diforders : And whereas by the Laws now in being no effectual Provifion is
- made for the eftabliihing, ordering or well governing of fuch a Nightly Watch, or for levying or
4 collecting any Sums of Money for defraying the necenary Charges thereof, or for enforcing a due 4 Application and juft Account of any Money fo levied and collected for that Purpofe : And whereas it 4 hath been found by Experience, that the Bedels employed within the faid Parifb, for want of a ' proper Regulation and Government of them, have been of great Charge and little Ufe to the faid 4 Parifh, and the Methods hitherto practifed of raifing Monies for maintaining and paying the faid Be-

may it pleafe your moft Excellent Majefty that it may be enacted, tefc. The Veftry to meet on 3 May, and 3 Nov. Yearly, and appoint the Number of Watchmen and Be- dels, and fet down in Writing the Orders agreed on for regulating the Watch. Tranfcripts of the Regulations, ISt. figned by the Veftry Clerk, to be delivered to each Conftable. The Watchmen in the Abfence of the Conftable may apprehend Night-walkers, csV. , The Charges to be paid by an Half-yearly AffefTment. Perfons aggrieved may appeal to the next General Quarter-Seffions, whofe Order to be final. The AffefTment not to exceed 6 d. per Pound. No Perfon paying the faid Af- feffment, or chofen a Bedel or Watchman, to gain thereby a Settlement. No hired Servant capable of being chofen a Bedel or Watchman. Collectors of the Aftefiinent to account to the Veftry on 26 July Yearly, or oftner if required. Yearly Accounts of Receipts and Dilburfements to be adjufted and figned at a Veftry by 20 Auguft, and lodged with the Veftry Clerk. An Aft for the better Enlightening the Streets of the City of London. HEREAS it hath been found by Experience, that many and frequent Murders, Robberies, Burglaries, Felonies, and other Crimes of a heinous Nature, have been and are frequently ' committed in the Streets, Lanes, and Paftages of the City of London and the Liberties thereof in the 4 Night Seafon ; the Commiffion of which Crimes has in a great Meafure been owing to the infufficient ' Manner in which the Streets, Lanes, Paftages and Courts of the faid City have for fome Years pall 4 been, and at this prefent Time are lighted by the Proprietors of the Convex Lights : And whereas 4 the Citizens of London are defirous to have the open Places, Streets, Lanes, Paftages and Courts 4 thereof enlightened in a better and more effectual Manner, as well for their own as for the common 4 Safety and Benefit of all other Perfons whofe Affairs oblige them to pais and repafs through the fame; 4 and in order to effect fo good a Work the faid Citizens have confented and agreed to raife the 4 Money neceffary for that Purpofe by a reasonable Tax and AiTefiment on the Inhabitants of the 4 faid City, in fuch Manner as herein after is expreffed : But fbrafmuch as the fame cannot be effec- 4 tually done but by the Aid and Aiftftance of an Act of Parliament;' May it pleafe your Majefty (at the humble Petition and Defire of the Mayor, Aldermen, and Commonalty of the City of London, in Common Council afiembled) that it may be enacted, and be it enacted by the King's moft Excellent Majefty,
