XL Provided always, That the Taxes to be aflTefled upon the faid Common Rights, fliall always be in exaft Proportion to the Taxes afTefied upon fuch feveral Lands, according to the Rates herein before autho- rized to be aflTefled on fuch Lands and Common Rights refpe6tively.
