And be it further enacted by the authority aferefaid, That the Rates and Afiefiments charged turn aCertifi- by t |jj s Act, fhall be afcertained, and the Certificates thereof returned to the Commiffioners, at or be- Cfli nt° f manner f° re the thirteenth day of May, One thoufand fix hunared ninety five; and upon the delivery and re- u'coiieding. turning of fuch Certificates or Afiefiments unto the laid Commifiioners, they, or any three or more of them, fhall forthwith iflue out and deliver their Warrants or Eftreats to fuch Collectors as forefaid, for the fpeedy collecting and levying of the faid affeffments, as they fhall refpectively become due and pay- able, and all Moneys and Rates due thereupon, according to the intent and directions of this prefent Act; of all which the faid Collectors are hereby required to make demand of the Parties chargeable therewith, or at the places of their laft abode, within ten days after the faid Duties hereby granted fhall refpectively become due and payable, and to pay in the fame within twenty days after the Receipt there- of, at fuch place as the Commiffioners fhall appoint, unto the refpective Receiver Genera], his Deputy or Deputies, who are hereby impowered and required to call upon and haften the Collectors to the faid payment; and in default of fuch payment, to levy, by Warrant under the Hands and Seals of any two or more of the Commiffioners, upon the Collectors, by diftrefs and fale of his or their Goods and Chattels, fuch fum and fums of Money as he hath received, and as ought by him to have been paid, and is not paid by reafon of his failure in doing his duty, according to the direction of this Act. And be it further enacted, That a true Duplicate of the faid Affeflments be, in convenient jiven to Re- time, made out and delivered unto the refpective Receivers General, fo as every of them may be duly wbefare to pay charged to anfwer their refpective Collections and Receipts; and that the refpective Receivers General into Exchequer (hall pay the feveral fums of Money by them received by virtue of this Act, into his Majesties Exche-. half-yearly. quer, by half-yearly payments, at the two moft ufual teafts of the year, (that is to fay) the Feaft of St. Michael Wit Arch- Angel, and the Feaft of the Annunciation of the Bleffed Virgin Mary, or fooner or oftner, if thereunto required by the Commifiioners of his Majefties Treafury, or by the High Trea- surer or Commiffioners of the Treafury for the time being; and upon the return of any fuch Certifi- cate, the faid Commiffioners, or any three or more of them, fhall, and may, if they fee caufe, exa 7 Commiffioner m j ne the Prefenters thereof; and if the faid Commiffioners, or any three or more of them, within their Certificate may feveral Limits, fhall at the time of the return of the Certificates, or within Twenty days after, have enquire and certain knowledge, or vehemently fufpect that any perfon or perfons, who ought to be mentioned in Rate perfons t j )e r^jj Certificates, is, or are omitted, or that any perfon or perfons in the faid Certificate mentioned, >er is or are of a higher Degree or Quality, or of a greater Eftate than in the faid Certificate is mentioned, or is otherwife undercharged, or not duly charged according to the direction of this Act, the faid Com- milTioners, or any three or more of them, fhall have power to fummon fuch perfon or perfons to ap- pear before them, at a day and place prefixed, to be examined touching the Rates and Duties afore- faicl, or touching other matters which may any way concern the premiffes; and if any perfon or per- fons fummoned to be fo examined, fhall neglect to appear, having not a reafonable excufe for fuch his default, every perfon fo making default, fhall pay unto his Majefty double the fum of the Rate he fhould or ought to have been fet at. And moreover the faid Commifiioners, or any two or more of them, {hall have power, by ail lawful ways and means, to examine and enquire into the Degrees, Ranks, Qualifications and Eftates of fuch perfons as are charged by this Act, and to fet fuch Rate or Rates upon eveiy fuch perfon or perfons, as (hall be according to the true intent and meaning of this Act. And the faid Receiver General fhall have an allowance of two pence in the pound, for all Moneys ReceiversGe- which fhall be by "him paid into the Receipt of the Exchequer; and that every Collector fhall have neral and CoJ- three pence in the pound for what Money he fhall Pay to the Receiver General, his Deputy and lectors Fee. And for the careful writing and tranferibing the faid Warrants, Eftreats and Duplicates in due fioners Plsth. time, Be it further enacted, That the Clerks of the Commiffioners, who fhall refpectively perform the fame, fhall, by Warrant under two or -more of the Commiffioners Hands, have and receive from the refpective Receivers General, their Deputy or Deputies, one peny in the pound of all fuch Money as he fhall have received by virtue of .fuch Warrants or Certificates, who is hereby appointed and allow- .ed to pay the fame accordingly; and if any perfon or perfons fhall refufe to pay the feveral fum and Manner of Le- fums and proportions appointed by this Act for fuch perfon to pay, upon demand made by the Officer - vu) £' or Collector of the place, according to the Precept or Eftreats to him delivered by the Commiffioners ap- pointed by this Act, it fhall and may be lawful to and for fuch Officer or Collector, who are hereby thereunto authorized and required, for Non-payment thereof, to diftrain the perfon or perfons fo refut- ing
