' The fund of working capital is considered necessary in view of the inevitable delays i n the passing of votes of credit by Parliaments.
The expenses of the League are divided among the members according to the scale of the Universal Postal Union, which divides the members into seven classes as follows : —
I. — Ten countries, each paying -25 units 250 units
(Great Britain, France, Italy, Japan, Canada, Australia, South Africa,
India, China, Poland.) II. — One country, paying 20 units 20 ,,
(Spain.) III.— 8even countries, each paying 15 units ....... Itt
