() He was not an active politician, having scholarly tastes and a shy disposition, but he did not shirk his responsibilities, being a liberal patron of University culture in Wales and Scotland; twice Rector of St. Andrew's, and twice Mayor of Cardiff, on the development of which port and docks he and his father are said to have spent the enormous sum of';^400,ooo. He is supposed to have been the original of Disraeli's Lothair. He was one of the numerous peers who have been directors of public companies, for a list of whom (in 1896) see vol. v, Appendix C.
