ITEM, The King with consent of the haill Councel, Generallie hes statute and ordained, that the small Barronnes and free-tennentes neid not to cum to Parliaments nor General Councels, swa that of ilk Schirefdome their be send, chosen at the head Court of the Schirefdome, twa or maa wise men, after the largenes of the Schirefdome, out-tane the Schirefdomes of Clakmannan and Kinrosse, of the quhilkis ane be sende of ilk ane of them, the quhilk sall be called Commissares of the Schire, and be thir Commissares of all the Schires sall be chosen ane wise man and expert, called the commoun Speaker of the Parliament, the quhilk sall propone all and sundrie needis and causes, perteining to the commounes in the Parliament or General Councel, the quhilkis Commissares sall have full and haill power of all the laif of the Schireffedome under the witnessing of the Schireffis seale, with the seales of diverse Barronnes of the Schire, to heare, treate, and finallie to determine all causes to be proponed in Councel or Parliament: The quhilkis Commissares and speakers, sall have costage of them of ilk Schire, that awe compeirance in Parliament or Councel, and of their rents, ilk pound sall be utheris fallow to the contribution of the said costes. All Bishoppes, Abbottes, Priors, Dukes, Erles, Lordes of Parliament, and Ban-rentes, the quhilkis the King will be received and Summound to Councel and Parliament, be his special precept.

ITEM, It is statute and ordained, that men of craftes within Burrowes, sall have for a zeir to cum, of everie craft a Wardane, chosen be the Councel of the Burgh: The quhilk Wardane with Councel of uther discreete men unsuspected, assigned till him be the said Councel, sall examine and prise the mater and the warkman-shippe of ilk craft, and set it to a certain eprice, the quhilk gif onie breakis, the said Wardane sall punish the breakers in certaine paine, quhom gif he punish not, the Alderman, Baillies and Councel of the Burgh, sall punish them in certaine paine: quhom gif they punish not, the King sall have a certaine paine of that Burgh. The paine of the breakers of the price sall be escheit of the samin thing, of the quhilk the prise be is broken of, to be applyed th'ane halfe to the Wardaine of that Crafte, and th'other halfe to the commoun woorke of that Burgh, quhair it beis seene maist expedient. The paine of the priser gif he bee negligent and punish not, sall be in the unlaw of the Burrow Courte, als oft as hee beis convict culpable and faultise, sall be applyed for the halfe to the commoun purse of the Toune, and for th'other halfe, quhair it beis maist expedient, to the wark of the Toune.
