And for the better profecution hereof, the Eftates of Parliament do humbly entreat, His Majefty may be graciously pleafed to give Commffions to fuch perfons to be general Officers, Colonels, Lieutenant- collonels, Majors and Rute-mafters, as His Majefty, in His Royal judgment, fhall think fit; And for other Officers, or any other thing fitting to be done for perfecting of the Levies and carrying on of this bufinefs , they do humbly recommend to His Majefty, to give His direction therein to His Privy- Council, who are hereby impowcred with Commilfion and Authority, for the ordering, difpofing and fole managing of this Affair, in fuch a way, as this dutiful offer of the Parliament to His Majefty may be made moft effeftual, and according to the inftruftions and commands they fhall receive from His Majefty. THe Eftates of Parliament confidering, that during the late troubles, divers invafions were made upon the Royal Prerogatives of the Crown; And that in a juft abhorrence thereof, and in a due fenfe of the happinefs they enjoy under His Majefties Government, they are oblieged on all occafions to vindicate and affert the fame, in the feveral branches thereof: And fince the ordering and difpofal of Trade with forraign Countries , and the laying of reftraints and impofiti- ons upon forraign imported Marchandizes, is, by the Law of Nations, acknowledged to be proper to, and inherent in, the perforts of all free Princes, as an undoubted Prerogative of the Crown. They therefore , in a dutiful and humble recognizance of His Majefties Prerogative-royal , do De- clare, That the ordering and difpofal of Trade with forraign Nations , and the laying of reftraints and impofuions upon forraign iniported Commodities, doth belong to His Majefty and His Suc- ceflbrs , as an undoubted Priviledge and Prerogative of the Crown ; And that by vertue thereof, they may lay fuch impofitions and reftraints upon imported forraign Commodities, and fo order and difpofe upon the Trade of them, as they fliall judge fit for the good of the Kingdom. Like- as the King's Majefty, with advice and confent of His Eftates in Parliament, doth hereby Refcind and Annul all A&s, Statutes, Conftitutions and Cuftoms to die contrary; And Declares the fame void and null in all time coming. XXVIII. COMMISSION for plantation of Kirks and valuation ofTeinds, THe King's moft Excellent Majefty, being defirous to profecute the work of valuation of Teinds and plantation of Kirks , in reference to His own intereft for the annuity , and the univerlal good of His people , efpecially for the incouragment of the Minifters of the Gofpel ; Doth with advice and confent of His Eftates of Parliament , Ratifie and Approve the nineteenth Act of the Parliament, holden at Edinburgh by His Royal Father of bleffed memory, in anno, one thoufand, fix N hundred
