(2) The Interpretation Act, 1889(a)[1] , shall apply to the interpretation of these Regulations as it applies to the interpretation of an Act of Parliament.
2. The Traffic Signs Regulations, 1957'(b)[2], shall have effect as though—
(a) in Regulation 19—
(i)at the end of sub-paragraph (a) of paragraph (5) there were added—
"(iv) ⅞ of an inch in the case of letters 9 inches in height shown in diagram No. 204; and ";
(ii)at the end of paragraph (8) there were added the following proviso:—
"Provided that where any sign shown in diagram No. 204 is illuminated by the fitting of a means of external lighting as aforesaid and such lighting is so arranged as also to illuminate the ringed triangle surmounting the sign, it shall not be necessary for the said ringed triangle to be fitted with red reflectors."; and
(iii)in paragraph (10) for the words “is not thereby affected" there were substituted the words "is not thereby materially impaired";
(b) in Regulation 23—
(i) for sub-paragraph (a) of paragraph (1) there were substituted the following sub-paragraph:
"(a) for conveying to traffic—
(i) information as respects deviations of, or alternative, traffic routes,
(ii) information as respects the route which may conveniently be followed on the occasion of a sports meeting, exhibition or other public gathering, in each case attracting a considerable volume of traffic, or
(iii) a warning of works being executed on or near a road or of any obstruction on a road , not being a warning of a description specified in or under any of the signs shown in diagrams Nos. 159-165 inclusive in the First Schedule;"; and
(ii)in sub-paragraph (b) of paragraph (1) after the words "of a description" there were inserted the words "imposed by virtue of section 47 of the Road Traffic Act, 1930 (which provides for traffic regulation in consequence of the execution of works) or";
(c) in paragraph (d) of Regulation 27 for the words "where desirable owing to road gradients" there were substituted the words "where desirable in order to secure adequate visibility of the signal";
(d) in Part III of the First Schedule
(i)immediately above "316" in the diagram No. 316 there were inserted the following words:—"Times during which waiting is prohibited may, where appropriate, be indicated below the words "No Waiting" by black letters and numerals of the sizes and in the positions shown in diagram No. 318";
(ii)in the Note relating to diagrams Nos. 322, 323 and 324 for the words "shown in diagrams 316 and 318 to 320" there were substituted "shown in diagrams 316 to 321"; and
(iii)the diagram No. 325 were omitted;
