(b) PRICE SUPPORT FOR HIGH MOISTURE FEED GRAINS.— (1) IN GENERAL. —Section 105B of the Agricultural Act of 1949 (7 U.S.C. 14440 is amended— (A) by redesignating subsection (q) as subsection (r); and (B) by inserting after subsection (p) the following new subsection: "(q) PRICE SUPPORT FOR HIGH MOISTURE FEED GRAINS.— "(1) RECOURSE LOANS. —Notwithstanding any other provision of law, effective for each of the 1991 through 1995 crops of feed grains, the Secretary (through the Commodity Credit Corporation) shall make available recourse loans, as determined by the Secretary, to producers on a farm who— "(A) normally harvest all or a portion of their crop of feed grains in a high moisture state, hereinafter in this subsection defined as a feed grain having a moisture content in excess of Commodity Credit Corporation standards for loans made by the Secretary under paragraphs (1) and (6) of subsection (a); "(B)(i) present certified scale tickets from an inspected, certified commercial scale, including licensed warehouses.
