‘‘(1) E STABLI S HMEN T .— ‘‘(A) I N G ENE R AL.—The S ecretary shall establish a N ational F ood and Agricultural Sciences Teaching, Exten - sion, and Research Awards progra m to recogni z e and pro- mote excellence in teaching, extension, and research in the food and agricultural sciences at a college or uni v ersity. ‘‘( B ) M INIM U MRE Q UIREMENT.—The Secretary shall make at least 1 cash award in each fiscal year to a nominee selected by the Secretary for excellence in each of the areas of teaching, extension, and research of food and agri- cultural science at a college or university.’’. SEC.7109 . GRANT SAN DF E L L OW S HIP S FOR FOOD AND AGRIC U LTURAL SCIENCES EDUCATION. (a) E D U C ATI O N TEACHING P ROGRAMS.—Section 1 4 1 7 ( j ) of the National Agricultural Research, Extension, and Teaching Policy Actof1 9 77 (7 U .S. C . 3 1 5 2(j)) is amended— (1) in the subsection heading, by striking ‘‘SECONDAR Y EDU- CATION AND 2- Y EAR POSTSECONDARY EDUCATION TEACHING PROGRAMS’’ and inserting ‘‘SECONDARY EDUCATION, 2-YEAR POSTSECONDARY EDUCATION, AND AGRICULTURE IN THE K– 12 CLASSROOM’’; and (2) in paragraph (3)— (A) by striking ‘‘secondary schools, and institutions of higher education that award an associate’s degree’’ and inserting ‘‘secondary schools, institutions of higher edu- cation that award an associate’s degree, other institutions of higher education, and nonprofit organizations’’; (B) in subparagraph (E), by striking ‘‘and’’ at the end; (C) in subparagraph (F), by striking the period at the end and inserting ‘‘; and’’; and ( D ) by adding at the end the following: ‘‘( G ) to support current agriculture in the classroom programs for grades K–12.’’. (b) RE P ORT.—Section 1417 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3152) is amended— (1) by redesignating subsection (l) as subsection (m); and (2) by inserting after subsection (k) the following: ‘‘(l) REPORT.—The Secretary shall submit to the Committee on Agriculture of the H ouse of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a biennial report detailing the distribution of funds used to implement the teaching programs under subsection (j).’’. (c) AUTHORI Z ATION O F APPROPRIATIONS.—Section 1417(m) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (as redesignated by subsection (b)(1)) is amended by striking ‘‘2 0 07’’ and inserting ‘‘2012’’. (d) EFFECTI V E DATE.—The amendments made by subsection (a) take effect on O ctober 1, 200 8 . 7USC3152note.
