d ,That the S e cr etar yof the A r m y is directed to u se $1 , 9 9 7 , 0 00,000 of the funds pro v ided herein to modify author - i z ed pro j ects in southeast L ouisiana to provide hurricane, storm and f l ood dama g e reduction in the greater N e wO rleans and sur- rounding areas to the levels of protection necessary to achieve the certification re q uired for participation in the National F lood I nsurance P rogram under the b ase flood elevations current at the time of enactment of this Act, and shall use $1,077,000,000 of those funds for the La k e Pontchartrain and V icinity project and $9 2 0,000,000 of those funds for the W est B ank and Vicinity project: Provided fu r th er, That, in addition, $ 83 8,000,000 of the funds pro- vided herein shall be for elements of Southeast Louisiana U rban D rainage project within the geographic perimeter of the West Bank and Vicinity and Lake Pontchartrain and Vicinity projects, to pro- vide for interior drainage of runoff from rainfall with a ten percent annual exceedance probability: Provided further, That the amounts provided herein shall be subject to a 65 percent Federal / 35 percent non-Federal cost share for the specified purposes: Provided further, That beginning not later than 60 days after the date of enactment of this Act, the C hief of E ngineers, acting through the Assistant Secretary of the Army for Civil Works, shall provide monthly reports to the Committees on Appropriations of the H ouse of R epresenta- tives and the Senate detailing the allocation and obligation of these funds: Provided further, That the expenditure of funds as provided above may be made without regard to individual amounts or purposes except that any reallocation of funds that is necessary to accomplish the established goals is authorized subject to the approval of the House and Senate Committees on Appropriations .MIS SISSI P PI R I VE R ANDT RI BU TARIES For an additional amount for ‘ ‘ M ississippi River and Tribu- taries ’ ’ for recovery from natural disasters, $17,590,000, to remain available until expended, to repair damages to Federal projects caused by recent natural disasters. O PERATION AND MAINTENAN C E For an additional amount for ‘‘Operation and Maintenance’’ to dredge navigation channels and repair other Corps projects related to natural disasters, $298,3 4 4,000, to remain available until expended: Provided, That the Chief of Engineers, acting through the Assistant Secretary of the Army for Civil Works, shall provide a monthly report to the House and Senate Committees on Appro- priations detailing the allocation and obligation of these funds, beginning not later than 60 days after enactment of this Act. FL OOD CONTROL AND COASTAL EMER G ENCIES For an additional amount for ‘‘Flood Control and Coastal Emer- gencies’’, as authorized by section 5 of the Act of August 18, 1941 ( 33 U.S.C. 701n ) , for necessary expenses to prepare for flood, hurri- cane and other natural disasters and support emergency operations, repair and other activities in response to flood and hurricane emer- gencies as authorized by law, $226,854,800, to remain available until expended.
