( 4 )L EGISLAT I ON TO C A R R Y O U T P LAN O F ACTION. —B ased on the recommendations contained in the report submitted under paragraph ( 1 ) and the report submitted under paragraph ( 3 ), the Commission shall submit for consideration to the Com - mittee on Transportation and Infrastructure of the House of R epresentatives, the Committee on House Administration of the House of Representatives, the Committee on Rules and Administration of the Senate, the Committee on N atural Resources of the House of Representatives, the Committee on Energy and Natural Resources of the Senate, and the Commit- tees on Appropriations of the House of Representatives and the Senate recommendations for a legislative plan of action to create and construct the Museum. ( 5 ) NATIONAL CONFERENCE.—In carrying out its functions under this section, the Commission may convene a national conference on the Museum, comprised of individuals committed to the advancement of American Latino life, art, history, and culture, not later than 1 8 months after the commission mem- bers are selected. (c) A DM INISTRATI V E P ROVISIONS.— (1) FACILITIES AND SUPPORT OF DEPARTMENT OF T H E INTERIOR.—The Department of the Interior shall provide from funds appropriated for this purpose administrative services, facilities, and funds necessary for the performance of the Commission ’ s functions. These funds shall be made available prior to any meetings of the Commission. ( 2 ) COMPENSATION.—Each member of the Commission who is not an officer or employee of the Federal Government may receive compensation for each day on which the member is engaged in the wor k of the Commission, at a daily rate to be determined by the Secretary of the Interior. (3) TRAVEL E X PENSES.—Each member shall be entitled to travel e x penses, including per diem in lieu of subsistence, in accordance with applicable provisions under subchapter I of chapter 5 7 of title 5, U nited States Code. (4) FEDERAL ADVISORY COMMITTEE ACT.—The Commission is not sub j ect to the provisions of the Federal Advisory Com- mittee Act. (d) DEADLINE FOR SU B MISSION OF REPORTS

TERMINATION.— (1) DEADLINE.—The Commission shall submit final versions of the reports and plans re q uired under subsection (b) not later than 24 months after the date of the Commission’s first meeting. (2) TERMINATION.—The Commission shall terminate not later than 3 0 days after submitting the final versions of reports and plans pursuant to paragraph (1). Ap p licab ili ty.De a d li n e.
