(1) Strike paragraph (1) of subsection (b) and insert the following new paragraph: ‘‘(1) INGE NE RAL .—Amounts made a v ailable under sub- section (a) shall be used only for— ‘‘(A) technical assistance; ‘‘(B) the design and fabrication of interpretive mate- rials, devices, and signs; and ‘‘(C) the preparation of the strategic plan.’’. (2) Paragraph (3) of subsection (b) is amended by inserting after subparagraph (B) a new subparagraph as follows: ‘‘(C) Notwithstanding paragraph (3)(A), funds made available under subsection (a) for the preparation of the strategic plan shall not re q uire a non- F ederal match.’’. (a) DE FI NI T I O N S .—In this section: (1) SE C RETAR Y .— T he term ‘‘Secretary’’ means the Secretary of the Interior. (2) ST UD Y AREA.—The term ‘‘study area’’ means— (A) the coastal areas of Clatsop and Pacific Counties (also known as the North Beach Peninsula); and (B) areas relating to Native American history, local history, Euro-American settlement culture, and related eco- nomic activities of the Columbia River within a corridor along the Columbia River eastward in Clatsop, Pacific, Columbia, and W ahkiakum Counties. (b) COLU MB IA-PACIFIC NATIONAL H ERITAGE AREA STUDY.—
