SEC. 515. I n any case in which the Committee on T ranspor- tation and Infrastructure of the H ouse of Representatives and the Committee on E nvironment and Public W or k s of the Senate adopt a resolution granting lease authority pursuant to a prospectus transmitted to Congress by the Administrator of General Services under section 3307 of title 40, U nited States Code, the Adminis- trator shall ensure that the delineated area of procurement is identical to the delineated area included in the prospectus for all lease agreements, e x cept that, if the Administrator determines that the delineated area of the procurement should not be identical to the delineated area included in the prospectus, the Administrator shall provide an explanatory statement to each of such committees and the House and Senate Committees on Appropriations prior to exercising any lease authority provided in the resolution. SEC. 51 6 . Subsections (a) and (b)(1) of section 323 of title 40, United States Code, are each amended by striking ‘‘Consumer Information Center’’ and inserting ‘‘Federal Citi z en Services’’

and subsection (a) is further amended by striking ‘‘consumer’’. SEC. 517. In furtherance of the emergency management policy set forth in the Robert T. Stafford D isaster Relief and Emergency Assistance Act, the Administrator of the General Services Adminis- tration may provide for the use of the Federal supply schedules of the General Services Administration by relief and disaster assist- ance organizations as described in section 309 of that Act. Purchases under this authority shall be limited to use in preparation for, response to, and recovery from hazards as defined in section 602 of that Act. SEC. 51 8 .W ORKING C AP I T A L F U N D . (a) PURPO S E AND O PERATION O F WORKING CAPITAL FUND. — Subsections (a), (b) and (c) of section 3173 of title 40, United States Code, are amended to read as follows

‘‘(a) ESTA B LIS HM ENT AND PURPOSE.—There is a working capital fund for the necessary expenses of administrative support services including accounting, budget, personnel, legal support and other related services; and the maintenance and operation of printing and reproduction facilities in support of the functions of the General Services Administration, other Federal agencies, and other entities; and other such administrative and management services that the Administrator of GSA deems appropriate and advantageous (subject to prior notice to the Office of M anagement and Budget). ‘‘(b) COMPOSITION.— ‘‘(1) IN GENERAL.—Amounts received shall be credited to and merged with the Fund, to remain available until expended, for operating costs and capital outlays of the Fund: Provide d, That entities for which such services are performed shall be charged at rates which will return in full all costs of providing such services. ‘‘(2) COST AND CAPITAL RE Q UIREMENTS.—The Administrator shall determine the cost and capital requirements of the Fund Contrac t s.Expl anator y stat em ent.
