The Secretary of the Interior shall cause said reservation to be appraised as early as practicable, in tracts not excecdin g one hundred and sixty acres each, by three competent disinterested persons, who shall be appointed by the Secretary of the Interior, and who shall make said appraisement under oath and upon the approval of such appraisement by the Secretary, he shall offer said reservation for sale by giving such Settlers rights notice as is now required for the sale of public lands.
