A 1>RocLAMA·r1oN. ...L”**· WHEREAS, under and by virtue of an Act of Congess entitled .,°Iif?.¤£°°l·°·i1°fs»i°° ‘°°° "An Act toxprovide for the national security and defense y encourqgz P'°*¤l**•· mg the ipr uction, conserving thp supply and controlling the d1str1 uting o food products and fuel_ , approved by the President on the 101th day of ugust, 1917, it is provided among other things as §,*&§¤,},j*I{_l;;';,f*¤°¤* fo ows: "That, b reason of the existence of a state of war, it is essential to tlie national security and defense, for the successful prosecution of the war, and for the support and mamtenance of the Army and Navy, to assure_an adequate supply and equitable distribution, and to facilitate the movement _ of foods, feeds, fuel, including fuel oil and natural gas, fertilizer
fertilizer ingredients, tools, utensils, implements, machmery, and equipment requ1red_for the actua production of
foods, feeds, and uel, hereafter in this act calle necessaries; to prevent, locally or generally, scarcity, monopolization, hoarding, injurious sopculation, manipulations, and private controls, affecting suc supply, distribution, and movement; and to establish and maintain governmental control of such necessaries during the war. For such gurposes the tnstrumentalities, means, methods, powers, au onties, duties, obligations, and rohibitions hereinafter set forth are created established, confizrred, and prescribed. The President is authorized to make such regulations and to issue such orders_as are essential effectively to carry out the provisions of this act." AND, WHEREAS, it is further provided in said act as follows: _ WL ,,'p_m_ "That, from time to time, whenever the President shall find it essential to license the importation, manufacture, storage, mining, or distribution of any necessaries, in order to carry into effect any of the oses of t is Act, and shall publicly so announce, no person giiillt after a date fixed m the announcement, engage in or carry on any such business specified in the announcement of importation, manufacture, storagle, mmmg, or distribution of any necessarics as set forth in suc announcement, unless he shall secure and hold a license issued pursuant to this section. The President is authorized to issue such licenses and to prescribe regulations for systems of aocounts and auditing of accounts to be kept by licensee, submission of reports by them, with or without oath or aHirmation_ and the entoy and mspectjon by th£e1Presiderit’s duly authorized agents o the places of usmess o icenses. _ AND, WHEREAS, by virtue of the above provisions certain public announcements were made by the President from time to time as a result of which the importation, manufactu1‘e, storage and distribution of certain necessaries was licensed.
