SEC . 3 . That in the discharge of its duties herein, said commission is hereby authoriz ed to emp loy the s ervices o f such ar tists, sc ulptors, architect s, and ot hers as i t shall d etermine to be nec essary, a nd avail itself of the servi ces or advic e of t he Comm ission of Fi ne Art s, the Office of Pub lic Bu ilding s and Public Parks of the Natio nal Ca pital, the Supervising Architect of the Treasury, and the Architect of the Capitol. SEC . 4 . That vacancies occuring in the membership of the commis- sion shall be filled by appointment by the President of the United States. SEC . 5 . That to defray the necessary expenses of the commission herein created, and the cost of procuring plans and designs, site, and other incidentals necessary to the construction for a memorial buildin g as h erein provid ed, th ere is hereby autho rized to be appro- priated, out of any funds available in the United States Treasury, a sum not exceeding $50,000, to be available when the sum of $500,000 shall have been collected and paid into the hands of the National Memorial Association (Incorporated), for purposes in this Act provi ded . CHAP. 715 .-Joint Resolution To establish a Joint Commission on Insular Reorg aniz atio n . Resolved by tho Senate and House of Representatives of the United States o f America in Congress assembled, That there is hereby estab- lished a joint congressional commission to be known as the Joint Commission on Insular Reorganization and to be composed of five Senator s, app ointed by th e Pres ident of the Senate , and five M embers elect of the House of Representatives for the Seventy-first Congress, appointed by the Speaker of t he House of Representatives . The commission is authorized and directed to make a careful study and examination of the various executive agencies of the Government engaged in th e admi nistra tion, superv ision, and di rectio n of m atters pertaining to the insular possessions of the United States with a view to determining (1) the advisability of placing all such matters under the administration, supervision, and direction of one bureau or department of the Government, (2) the necessary and advisable transfers of executive functions to such bureau or department, and (3) a plan of organization for such bureau or department . The heads of the several executive departments and independent estab- lishments shall, upon the request of the commission, detail repre- sentatives from their respective departments and establishments to assist the commission in such study and examination . The commis- sion shall make a report in writing to the Congress, on or before December 16, 1929, which shall contain a complete statement of the results of such study and examination and recommendations for appropriate legislative or other action . SEC . 2 . The commission shall cease to exist upon the submission of its report to the Congress in accordance with the provisions of this resolution. Approved, March 4, 1929 .
