MARCH 1, 1933. purchase, not exceeding $1,200, exchange as part payment for, oper- ation, maintenance, and repair of motor-propelled passenger-carry- ing vehicles for official use in field work ; and for all other necessary expenses not included in the foregoing ; $220,500, of which amount, not to exceed $202,600 may be expended for personal services in the' District of Columbia ; During the fiscal year 1934 the head of any department or inde- penden t est ablis hment of the Government having funds available for scientific investigations and requiring cooperative work by the Bureau of Mines on scientific investigations within the scope of the functions of that bureau and which it is unable to perform within the limits of its appropriations may, with the approval of the Secre- tary of Comm erce, trans fer t o the Burea u of Mines such sums as may be necessary to carry on such investigations . The Secretary of the Treasury shall transfer on the books of the Treasury Department any sums which may be authorized hereunder, and such amounts shall be placed to the ,credit of the Bureau of Mines for the per- formance of work for the department or establishment from which the transfer is made : Provided, That any sums transferred by any department or independent .establishment of the Government to the Bureau of Mines for cooperative work in connection with this appro- priation may be expended in the same manner as sums appropriated herein may be expended ; The purc hase o f sup plies and equipment or the procu remen t of services for the Bureau of Mines, at the seat of government, as well as in the field outside of the District of Columbia, may be made in open market without compliance with section 3709 of the Revised Statutes (U. S . C ., title 41, see . 5) of the United States, in the man- ner common among business men, when the aggregate amount of the purchase or the service does not exceed $100 in any instance ; For the purchase or exchange of professional and scientific books, law books, and books to complete broken sets, periodicals, directories, and other books of reference relating to the business of the Bureau of Mines, there is hereby made available from any appropriations made for such bureau not to exceed $2,500 ; For necessary traveling expenses of the director and employees of the bureau, acting under his direction, for attendance upon meetings of technical, professional, and scientific societies, when required in connec tion with the au thori zed wo rk of the Burea u of M ines and incurred on the written authority of the Secretary of Commerce, there is hereby made available from any appropriations made to the Bureau of Mines not to exceed in all $1,000 ; Total, Bureau of Mines, $1,514 .300.
