[Public, No.441.] Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That from and after thirty days from the date of approval of this Act the restricted lands belonging to Indians of the Five Civilized Tribes in Oklahoma of one-half or more Indian blood, enrolled or unenrolled, may be leased for periods of not to exceed five years for farming and grazing purposes, under such rules and regulations as the Secretary of the Int erior ma y prescr ibe and not othe rwise . Such l eases sh all be made by the owner or owners of such lands, if adults, subject to approval by the superintendent or other official in charge of the Five Civilized Tribes Agency, and by such superintendent or other official in charge of said agency in cases of minors and of Indians who are non compos mentis . To provide that funds allocated to Puerto Rico under the Emergency Relief [S .3140 .] A pprop riat ion Act of 1935 may he expended for permanent reha bilit atio n, a nd [Public, No.442.] for other purposes . Be it enacted by the Senate and House o f Representatives of the Unite d States o f America in Congres s assemble d, Th at all sums which the President has segregated or allotted or shall segregate or al lot for projects in Puer to Rico out of t he money appropr iated by the Emergency Relief Appropriation Act of 1935 shall constitute a special fund to provide relief and work relief and to increase employ- ment in Puerto Ri c o . The fund thus established shall continue available for expenditure until June 30, 1940 . All income derived from operations financed out of this fund and the proceeds of the disposition of property acquired therewith shall constitute a revolv- ing fund, which shall remain available for expenditure for the pu rpose s and in manner authorized herein and in the E mergen cy Relief Appropriation Act of 1935 until Congress shall provide other- wi se, notw ithstand ing any limitati on of ti me conta ined in the said Emergency Relief Appropriation Act of 1935 . Any agency or agen- cies lawfully designated or established to administer funds allotted he reunder or the r evolving fund he rein aut horized may be co ntinued . so long as the said funds or any of them remain availa ble f or expenditure . Proj ects for rural r ehabilit ation in Puerto Rico may include the acquisition, development, maintenance, and operation of agricultural enter pris es . A rea so nab le cha rge may be made for mat eri als and services produced or made available by any' project : Provided That such materials and services may also be supplied as compensation, in whole or in part, for services rendered by persons employed upon any project . SEC . 2 . Notwithstanding the provisions of section 15 (f) of the Ag ricultur al Adjus tment Ac t, as am ended by section 8 of th e Act of May 9, 1934, or any action taken thereunder, all or any part of the unobligated balance of taxes heretofore or hereafter collected from the processing of sugar beets or sugarcane in Puerto Rico and/or Puerto Rico .
