JUNE 8, 1936. such States and Territories : Provided, however, That the allotment of funds to any State or Territory for the purpose of this section shall be not less than a minimum of $10,000 for any fiscal year after July 1, 1937, and there is hereby authorized to be appropriated for the fiscal year beginning July 1, 1937, and annually thereafter the sum of $54,000, or so much thereof as may be needed, which shall be used for the purpose of providing the minimum allotments to the States and Territories provided for in this section . SEC. 3 . That for the purpose of cooperating with the States and T errit orie s in prep aring tea chers , su pervi sors , and dir ector s of agri - cultural, trade and industrial, and home-economics subjects there is hereby authorized to be appropriated for the use of the several States and Territories for the fiscal year beginning July 1, 1937, and annually thereafter the sum of $1,000,000 . Said sum shall be allotted to the several States and Territories in the proportion which their pop ulation bears t o the t otal pop ulation of the United States a nd Territories, according to the last preceding United States census Provided, That the allotment of funds to any State or Territory shall be not less than a minimum of $10,000 for any fiscal year . SEC . 4 . For the purpose of carrying out the provisions of this Act there is hereby authorized to be appropriated to the Office of Education, Department of the Interior, for vocational education, for the fiscal year beginning July 1, 1937, and annually thereafter the sum of $350,000, to be expended for the same purposes and in the same ma nner as provide d in se ction 7 of the Act app roved Fe bruary 23, 1917, as amended October 6, 1917 . SEC . 5 . The Secretary of the Treasury, through the Division of Disburs ement o f the Tr easury Departm ent, sha ll, upo n the ce rtifi- cation of the United States Commissioner of Education, pay, in equal semiann ual payments, on the 1 st day of July and Jan uary of each year, to the custodian for vocational education of each State and Territory designated in the Act approved February 23, 1917, the moneys to which the State or Territory is entitled under the provi- sions of this Act . SEC . 6 . The appropriations made by this Act shall be in addition to, and shall be subject to the same conditions and limitations as, the appropriations made by the Act entitled "An Act to provide for the promotion of vocational education ; to provide cooperation with the States in the promotion of such education in agriculture and in the trades and industries ; to provide cooperation with the States in th e preparation of teachers of vocational subjects ; and t o a pp rop ri ate m oney an d regula te its expendit ures", approved Februa ry 23, 1 917, except that the appropriations made by this Act for home economics shall be subject to the conditions and limitations applicable to the appropriation for agricultural purposes under such Act of February 23, 1917, with the exception of that part of section 10 thereof which requires directed or supervised practice for at least six months per year ; that such moneys as are provided by this Act for trade and industrial subjects, including public and other service occupations, may be expended for part-time classes operated for less than one hundred and forty-four hours per year ; that the provisions of sec- tion 11 of the Act of February 23, 1917, requiring at least one-third of the sum appropr iated t o any St ate to be expe nded for part-t ime 104019 ° -36
