Pho tol ith ogr aph ing : For producing copies of weekly issue of drawings of patents and designs ; reproduction of copies of drawings and specifications of exhausted patents, designs, trade marks, and other papers, such other papers when reproduced for sale to be sold at not less than cost plus 10 per centum ; reproduction of foreign pate nt drawings ; photo prints of pen ding application drawings ; a n d photostat and photographic supplies and dry mounts, $190,000 . The headings of the drawings for patented cases may be multi- graphed in the Patent Office for the purpose of photolithography . Miscellaneous expenses : For purchase and exchange of law, pro- fessiona l, and other reference books and publications and scientif ic books ; expenses of transporting publications of patents issued by the Patent Office to foreign governments ; directories, furniture and fi ling cases ; for investigating the question of public use or sale of inventions for two years or more prior to filing applications for patents, and such other questions arising in connection with applica- tions for patents and the prior art as may be deemed necessary by the Commissioner of Patents ; for expense attending defense of suits instituted against the Commissioner of Patents and for other con- tingent and miscellaneous expenses of the Patent Office, $47,000 . Printing and binding : For printing the weekly issue of patents, designs, trade marks, prints, and labels, exclusive of illustrations ; and for printing, engraving illustrations, and binding the Official Gazette, including weekly and annual indices, $890,000 ; for miscel- laneous printing and binding, $75,000 ; in all, $965,000 . The Appropriation under title III herein for traveling expenses shall be available, in an amount not to exceed $500, for expenses of attendance at meetings concerned with the work of the Patent Office when incurred on the written authority of the Secretary of Com- merce. This title may be cited as the "Department of Commerce Appro- priation Act, 1938" . TITLE IV-DEPARTMENT OF LABOR OFFICE OF rBL SECRETARY Salaries : Secretary of Labor, Assistant Secretary, Second Assist- ant Secr etary, and other personal ser vices in the District of Colu m- bia, $323,500 : Provided, That persons (not exceeding ten in num- ber) now employed in the determination of wages pursuant to the prov isions of the Act entitled "An Act to a mend the Act approved Mar ch 3, 19 31, rela ting to t he rate of wages for lab orers and mechanics employed by contractors and subcontractors on public buildings", approved August 30, 1935, may be continued in such employment and paid from the amount herein appropriated without regard to the provisions of the civil-service laws requiring competi- tive exa minations .
