C., title 5, sets. 821-833) ; printing and binding ; law books, books of reference, and not to exceed $500 for periodicals and newspapers ; procurement of supplies, equipment, and services ; typewriters, adding machines, and other labor-saving devices, including their repair and exchange ; rent outside of the District of Columbia ; payment, when specifically authorized by the Board, of actual transportation expenses and not to exceed $10 per diem in lieu of subsistence and other expenses of persons serving, whil e awa y fro m the ir h omes, with out other comp ensa tion from the United States, in an advisory capacity to the Board ; use of the services and facilities of the done Owners' Loan Corporation and the Federal Savings and Loan Insurance Corporation ; and all other necessary administrative expenses, $1,140,000, payable from assess- ments upon the Federal home loan banks and receipts of the Federal Home Loan Bank Board from other sources for the fiscal year 1938 and prior fiscal years : Provided, That all necessary expenses (includ- ing se rvices perfo rmed o n a co ntract or fee basis , but not in cludin g other personal services) in connection with the sale, issuance, and retire ment o f, or paymen t of i nteres t on, d ebentu res or bonds , unde r said Federal Home Loan Bank Act, as amended, shall be considered as nonadministrative expenses for the purposes hereof : P rovi ded further, That, except for the limitations in amounts hereinbefore specified, and the restrictions in respect to travel expenses, the administrative expenses and other obligations of the Board shall be incurred, allowed, and paid in accordance with the provisions of said Act of July 22, 1932, as amended (U . S . C ., title 12, sees . 1421-1449) . HOME OWNERS' LOAN CORPORATION I Not to exceed $30,000,000 of the funds of the Home Owners' Loan Corporation, established by the Home Owners' Loan Act of 1933 (48 Stat ., p . 128), shall be available during the fiscal year 1938 for admin istrat ive ex penses of th e Corp oration , incl uding person al ser v- ices in the District of Columbia and elsewhere ; travel expenses, in accordance with the Standardized Government Travel Regulations and the Act of June 3, 1926, as amended (U. S. C., title 5, sees. 821- 833) ; printing and binding ; law books, books of reference, and not to exceed $500 for periodicals and newspapers ; procurement of sup- plies, equipment, and services ; maintenance, repair, and operation of moto r-pr opell ed pa ssen ger-c arryi ng ve hicl es, t o be used only for official purposes ; typewriters, adding machines, and other labor- devices, including their repair and exchange ; rent in the District of Columbia and elsewhere ; use of the services and facilities of the Federal Home Loan Bank Board, Federal home-loan banks, and Federal Reserve banks ; and all other necessary administrative expenses : Provided, That all necessary expenses (including services performed on a force account, contract or fee basis, but not including other perso nal se rvices ) in c onnect ion wit h the acquis ition, prote c- tion, opera tion, mainte nance, impro vement, or di sposit ion of real or personal property belonging to the Corporation or in which it has an interest, shall be considered as nonadministrative expenses for the purposes hereof : Provided further, That except for the limitations in amounts hereinbefore specified, and the restrictions in respect to travel expenses, the administrative expenses and other obligations of the Corporation shall be incurred, allowed, and paid in accordance with the provisions of said Home Owners' Loan Act of 1933, as amended (U.
