Be it enacted by the Senate and House o f Representatives o f the United States o f America in Congress assembled, That the times for commencing and completing the construction of the bridge across the Mississippi River, at or near N atchez, Mi ssissippi, authorize d to be built by the city of Natchez and county of Adams, State of Missis- sippi, by the Act of Congress approved August 30, 1935, as amended by the Act of Congress approved May 1, 1936, are hereby extended one and thr ee years, respective ly, from A ugust 30, 1937 . SEC . 2 . The right to alter, amend, or repeal this Act is hereby expressly r eserved . Approved, August 5, 1937 . Mississippi River . The Secretary of the Treas- ury is authorized to acquire, by purchase, condemnation, donation, or otherwise , a suitable and ad equate site or sites in or near the Dis trict of Columbia for such building and facilities, and to erect thereon, furn ish, and e quip such buildings and facili ties when funds are made available . (b) There is hereby authorized to be appropriated the sum of $700 ,000 for e ach fiscal year, beg inning wit h the fisc al year en ding June 30, 1938, for the purpose of carrying out the provisions of this Act (except subsection (a) hereof) . Sums appropriated pursuant to this subsection may be expended in the District of Columbia for personal services, stenographic recording and translating services, by contract if deemed necessary, without regard to section 3709 of t he Re vis ed Sta tut es ; tra veling expe nses (incl uding the expenses o f attendance at meetings when specifically authorized by the Surgeon General) ; rental, supplies and equipment, purchase and exchange of medical books, books of reference, directories, periodicals, news- papers, and press clippings ; purchase, operation, and maintenance of motor-propelled passenger-carrying vehicles ; printing and binding (in addition to that otherwise provided by law) ; and for all other necessary expenses in carrying out the provisions of this Act . SEC. 8. (a ) There is hereby au thorized t o be appoin ted in the Pub- lic Health Service, in accordance with applicable law, such commis- sioned officers as may be necessary to aid in carrying out the provi- sions of this Act . (b) This Act shall not be construed as superseding or limiting (1) the functions, under any other Act, of the Public Health Service or any other agency of the United States relating to the study of the prevention, diagnosis, and treatment of cancer ; or (2) the expendi- ture of money therefor . (c) The Surgeon General with the approval of the Secretary of the Treasury is authorized to make such rules and regulations as may be necessary to carry out the provisions of this Act . (d) The Su rgeon General shall include in his annual report for transmissio n to Congr ess a full report of the admin istration of this Act, includ ing a deta iled state ment of re ceipts and disbursem ents . (e) This Act shall take effect thirty days after the date of its enactm ent . (f) This Act may be cited as the "National Cancer Institute Act" . Approved, August 5, 1937 .
