BY THE PRESIDENT OF THE UNITED STATES OF AMERICA. A PROCLAMATION. WHEREAS a supplementary extradition treaty between the United States of America and the Kingdom of Rumania was concluded and signed by their respective Plenipotentiaries at Bucharest, on the tenth day of November, one thousand nine hundred and thirty-six, the original of which supplementary extradition treaty, being in the English and French languages is word for word as follows: November 10, 1936 [T. S. No. 916] Supplementary ex- tradition treaty with Rumania. Preamble. The United States of America and The Kingdom of Rumania judging it necessary to conclude an additional treaty to the treaty of extradition signed at Bucharest on July 23, 1924, to complete the cases in which extradition is granted between the two States, have appointed for this purpose as plenipotentiaries as follows: The President of the United States of America: Mr. Leland Harrison, Envoy Extraordinary and Minister Pleni- potentiary of the United States in Rumania; and His Majesty The King of Ru- mania: Mr. Victor Badulescu, Under Secretary for Foreign Affairs; Who, after having exchanged their credentials, recognized in due and good form, have agreed to the following provisions: ARTICLE I. - The crimes and offenses which follow are added to Article II of the above mentioned treaty, for which extradition may be granted, that is: 24. Crimes and offenses against the bankruptcy laws. ARTICLE II.- The present treaty will be con- sidered as forming an integral part of the treaty of July 23, 1924, and, Les Etats-Unis d'Amerique et le Royaume de Roumanie, jugeant n6cessaire de conclure un traite additionnel du trait6 d'extradition sign6 a Bucarest le 23 Juillet 1924, pour completer les cas dans les- quels l'extradition est accordee entre les deux Etats, ont nomme a ces fins comme plenipotentiaires, savoir: Le President des Etats-Unis d'Am6rique: M. Leland Harrison, Envoy6 extraordinaire et Ministre pl6ni- potentiaire des Etats-Unis en Rou- manie; et Sa Majest6 le Roi de Roumanie: M.Victor Badulesco, Sous-Secr6- taire d'Etat aux Affaires Etran- geres; Lesquels, apres avoir echang6 leurs pleins pouvoirs, reconnus en bonne et due forme, sont convenus des dispositions suivantcs: ARTICLE I. - Les crimes et delits qui suivent sont ajoutes .
