ARTICLE XV Adoption of meas- In the event that the Govern- ment; adjstment. ment of the United States of America or the Government of Nicaragua adopts any measure which, even though it does not conflict with the terms of this Agreement, is considered by the Government of the other country to have the effect of nullifying or impairing any object of the Agreement, the Government which has adopted any such meas- ure shall consider such represen- tations and proposals as the other Government may make with a view to effecting a mutually satis- factory adjustment of the matter. ABTICLE XVI Former Agreement supplanted. A menos que expresamente se disponga otra cosa en este Con- venio, no debera interpretarse que las estipulaciones del mismo sean aplicables a reglamentos de po- licia o sanitarios; y nada de lo expresado en este Convenio se in- terpretara de tal manera que im- pida la adopci6n de medidas que prohiban o restrinjan la exporta- ci6n de oro o plata o para im- pedir la adopci6n de las medidas que uno u otro Gobierno pueda juzgar convenientes con respecto al control de la exportaci6n o venta para la exportaci6n de armas, pertrechos e implementob de guerra, y en circunstancias ex- cepcionales, de todos los demas efectos militares. ARTICULO XV. En caso de que el Gobierno de los Estados Unidos de America o el Gobierno de Nicaragua adopte cualquier medida que aun cuando no este en conflicto con los ter. minos de este Convenio sea con- siderada por el Gobierno del otro pais como nulificando o desvir- tuando cualquiera de los fines de este Convenio, el Gobierno que haya adoptado tal medida deberi considerar las representaciones y propuestas que el otro Gobierno pueda hacer con la mira de efec- tuar un arreglo del asunto mutua- mente satisfactorio.
