57 STAT.] MEXICO-CONSULAR OFFICERS-AUG. 12 , 1942 belongs and within whose district the wreck may have occurred, or by some other person authorized for such purpose by the law of such country and whose identity shall be made known to the local au- thorities by the consular officer. 2.- T he local authorities of the receiving State shall immediately inform the consular officer, or the other authorized person to whom reference is made in the foregoing paragraph, of the occurrence, and shall in the meantime take all necessary measures for the pro- tection of persons and the preser- vation of the wrecked property. Such authorities shall intervene only to maintain order, to protect the interests of the salvors, if the salvors do not belong to the crew of the wrecked vessel, and to ensure the execution of the ar- rangements which shall be made for the entry and exportation of the salvaged merchandise, such merchandise not to be subjected to any customs charges unless intended for subsequent consump- tion in the country where the wreck has occurred. 3.-W hen the wreck occurs within a port, there shall be ob- served also those arrangements which may be ordered by the local authorities with a view to avoiding any damage that might otherwise be caused thereby to the port and to other ships. 4-The intervention of the local authorities shall occasion no ex- pense of any kind to the owners o0 operators of the vessels, except such expenses as may be caused by the operations of salvage and th( preservation of the goods saved sular del pais a que pertenezca la embarcaci6n y dentro de cuyo distrito hubiere tenido lugar el naufragio, o por alguna otra per- sona autorizada para este fin por la ley del pals mencionado y cuya identidad se dara a conocer a las autoridades locales por el fun- cionario consular. 2. -Las autoridades locales del Estado receptor comunicaran in- mediatamente el suceso al fun- cionario consular o a la otra persona autorizada a que se refiere el parrafo anterior y tomaran, entre tanto, todas las medidas que fueren necesarias para la pro- tecci6n de las personas y con- servaci6n de los efectos del buque que hubiere naufragado. Dichas autoridades s61o intervendran para mantener el orden, para proteger los intereses de las personas ocu- padas en el salvamento, si 6stas no pertenecieran a la tripulaci6n del barco naufrago y para asegurar la ejecuci6n de las disposiciones que deban cumplirse para la entrada y exportaci6n de las mercancias sal- vadas, las cuales no estaran su- jetas al pago de derechos de aduana a menos quo so destinen, posteriormente, al consumo del pals en que el naufragio haya tenido lugar. 3.- Cuando el naufragio ocurra dentro de un puerto, se observaran tambien las disposiciones que dic- ten las autoridades locales, ten-
