OFFICE FOR EMERGENCY MANAGEMENT OFFICE OF ALEN PROPERTY CUSTODIAN The Alien Property Custodian is hereby authorized to pay out of any funds or other property or interest vested in him or transferred to him all necessary expenses incurred by the Office of Alien Property Custodian in carrying out the powers and duties conferred on the Alien Property Custodian pursuant to the Trading with the Enemy Act of October 6, 1917, as amended (50 U. S . C. App .): Provided That not to exceed $4,000,000 shall be available for the entire fiscal year 1945 for the general administrative expenses of the Office of Alien Property Custodian, including the objects as specified in sec- tion 201 of the National War Agency Appropriation Act, 1945, print- ing and binding, rent in the District of Columbia, and all other necessary general administrative expenses: Provided further, That after June 30, 1945, the Office of Alien Property Custodian shall not incur any obligations for the expenses of said Office except pursuant to a further annual authorization by the Congress specifically there- for: Provided further, That on or before April 1, 1945, the Alien Property Custodian shall make a report to the Appropriations Com- mittees of the Senate and the House of Representatives giving detailed information on all administrative and nonadministrative expenses incurred in connection with the activities of the Office of Alien Property Custodian. INDEPENDENT EXECUTIVE AGENCIES AMERICAN BATTLE MONUMENTS COMMISSION Notwithstanding section 105 of the Independent Offices Appropria- tion Act, 1944, the appropriation "American Battle Monuments Com- mission, fiscal year 1944", shall be construed as having been available in the amount of not to exceed $850 for travel expenses. Notwithstanding section 105 of the Independent Offices Appropria- tion Act, 1945, the appropriation "American Battle Monuments Com- mission, fiscal year 1945", shall be construed as being available in the amount of not to exceed $1,500 for travel expenses. CIVIL SERVICE COMMISSION Salaries and expenses: For an additional amount for salaries and expenses, Civil Service Commission, fiscal year 1945, including the objects specified under this head in the Independent Offices Appro- priation Act, 1945, $1,409,400. Salaries and expenses, national defense: For an additional amount for salaries and expenses, Civil Service Commission (national defense), fiscal year 1945, including the objects specified under this head in the Independent Offices Appropriation Act, 1945, $1,196,000.
