PROCUREMENT DIVISION Strategic and critical materials: The appropriation "Strategic and critical materials, Procurement Division, Act of June 7, 1939", is hereby made available in addition to the purposes for which appro- priated, for all necessary expenses of care and handling, including putting into forms best suited for storage and use for the common defense, of surplus strategic minerals, metals, and materials trans- ferred to the Procurement Division under section 22 of the Surplus Property Act of 1944: Provided, That any amount in excess of the amount required for the purposes for which this appropriation is hereby made available, shall, upon ascertainment, be carried to the surplus fund and covered into the Treasury.
