Truman, President Proclamation. of the United States of America, do hereby proclaim and make public the aforesaid international telecommunication convention, final proto- col of signature, and radio regulations annexed to the said conven- tion, to the end that the same and each and every article and clause thereof, subject to the above-recited declaration, may be observed and fulfilled with good faith, on and after January 1, 1949, by the United States of America and by the citizens of the United States of America and all other persons subject to the jurisdiction thereof.
