"OPERATION OF STATE PLANS

"SEC. 1904. If the Secretary, after reasonable notice and opportunity for hearing to the State agency administering or supervising the administration of the State plan approved under this title, finds— "(1) that the plan has been so changed that it no longer complies with the provisions of section 1902; or "(2) that in the administration of the plan there is a failure to comply substantially with any such provision; the Secretary shall notify such State agency that further payments will not be made to the State (or, in his discretion, that payments will be limited to categories under or parts of the State plan not affected by such failure), until the Secretary is satisfied that there will no longer be any such failure to comply. Until he is so satisfied he shall make no further payments to such State (or shall limit payments to categories under or parts of the State plan not affected by such failure). "DEFINITIONS

"SEC. 1905. (ill) 65 years of age or older, 42 USC eo 1-609. "fiv) blind, or "(v) 18 years of age or older and permanently and totally disabled, but whose income and resources are insufficient to meet all of such cost— "(1) inpatient hospital services (other than services in an institution for tuberculosis or mental diseases); " ^2) outpatient hospital services; "(3) other laboratory and X-ray services; "(4) skilled nursing home services (other than services in an institution for tuberculosis or mental diseases) for individuals 21 years of a ^ or older; "(6) physicians' services, whether furnished in the office, the patient's home, a hospital, or a skilled nursing home, or elsewhere; "(6) medical care, or any other tyjpe of remedial care recognized under State law, furnished by licensed practitioners withm the scope of their practice as defined by State law; f7) home health care services;

8) private duty nursing services;

19) clinic services; 10) dental services; ^11^ physical therapy and related services; 12) prescribed drugs, dentures, and prosthetic devices; and eyeglasses prescribed by a physician skilled in diseases of the eye or by an optometrist, whichever the individual may select; " (13) other diagnostic, screening, preventive, and rehabilitative services;
