gj.^. 120. (a)(1) Subparagraph (A) of section 2303(a)(1) of title 39^ United States Code, is repealed. ('2) Subparagraph (D) of such section is amended to read as follows: " (D) free postage on reading matter and other articles for the blind and other handicapped persons as provided by sections 4653 and 4654 of this title; ' \ (3) Subparagraph (I) is amended by striking out "educational". (b) Section 4552(c) of such title is amended— (1) by inserting "and" after the semicolon at the end of paragraph (4); (2) by striking out "; and" at the end of paragraph (5) and inserting in lieu thereof a period; and (3) by striking out paragraph (6). SEC. 121. Section 4355(a) of title 39, United States Code, is amended by striking out the period at the end of item (10) and inserting in lieu thereof a semicolon and the word "or", and by adding after item (10) the following new item: "(11) program announcements or guides published by an educational radio or television agency of a State or political subdivision thereof or by a nonprofit educational radio or television station.". S E C 122. Subsection (a) of section 4106 of title 39, United States Code, is amended to read as follows: " (a) The Postmaster General shall notify the sender or addressee upon request by the sender or addressee, when mail is imdelivered as addressed, of the reason for the nondelivery, and in the case of the notice to the sender, the new address of the addressee if known.
