For necessary expenses of the President's Advisory Council on Executive Organization, including compensation of members of the Council at the rate of $100 per day when engaged in the [performance of the Council's duties, services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed $100 per diem, and employment and compensation of necessary personnel without regard to the civil service and classification laws and the provisions of 5 C S. SALARIES AND EXPENvSES

For expenses necessary for the Office of Intergovernmental Relations, including hire of passenger motor vehicles, $300,000. SPECIAL PROJECTS

For expenses necessary to provide stall' assistance for the President in connection with special projects, to be expended in his discretion and without regard to such provisions of law regarding the expenditure of Government funds or the compensation and employment of persons in the Government service as he may specify, $1,500,0(X): ProI'ided^ That not to exceed 20 per centum of this appropriation may \yii used to reimburse the appropriation for "Salaries and expenses, The White House Office", for administrative services: Provided fiifthec. That not to exceed $10,000 shall be available for allocation within the Executive Office of the President for official reception and representation expenses. EXPENSES OF MANAGEMENT IMPROVEMENT

For expenses necessary to assist the President in improving the inanagement of executive agencies and in obtaining greater economy and efficiency through the establishment of more efficient business methods in Government operations, including services as authorized by title 5, United States Code, section 8109, by allocation to any agency or office in the executive branch for the conduct, under the general direction of the Office of Management and Budget, of examinations and appraisals of, and the development and installation of improvements in, the organization and operations of such agency or of other agencies in the executive branch, ^350,000, to remain available until expended, and to be available without regard to the provisions of subsection (c) of section 3679 of the Revised Statutes, as amended. EJIERCJENCY F U N D FOR THE PRESWENT

For expenses necessary to enable the President, through such officers or agencies of the Government as he may designate, and without regard to such provisions of law regarding the expenditure of Government funds or the compensation and employment of persons in the (xovernment service as he may specify, to piovide in his discretion for emergencies affecting the national interest, security, or defense which may arise at home or abroad during the current fiscal year, $1,000,000: Provided, That no part of this appropriation shall be available for
