" SEC. 482. P r i m e sponsors eligible for assistance under this part 29 USC 943. shall be prime sponsors designated under section 101(c) and Native Ante, pp. 1917, 1962. American entities described in section 302(c)(1). u FINANCIAL ASSISTANCE

" SEC. 483. (a) I n order to receive financial assistance under this part, a prime sponsor shall submit to the Secretary an annual plan pursuant to section 103. " (b) The funds appropriated for this part in any fiscal year shall be allocated according to the procedures set forth in subsection (c) except that the Secretary may reserve up to 5 percent of the appropriated funds to be used in the Secretary's discretion including allocations to Native American entities under subsection (c)(2), " (c)(1) I n allocating funds under this part, the Secretary shall add to the new appropriation the total amount of summer funds unspent in the previous year's summer program. " (2) Funds for prime sponsors designated under section 101(c) shall be allocated as follows: " (A)(i) 50 percent of such funds shall be allocated on the basis of each prime sponsor's proportion of the funds allocated for the previous year's summer program s; " ( i i) 371/^ percent of the funds shall be allocated based on the ratio of the annual average number of unemployed persons in the prime sponsor's area to the total annual average number of unemployed persons in the United States; " ( i i i) 121/^ percent of the funds shall be allocated based on the ratio of the number of adults in low-income families in the prime sponsor's area to the total number of adults in low-income families in the United States; except that—
