For necessary expenses, not more than $3,992,486,000 may be expended, as authorized by section 201(g)(l) of the Social Security Act, from any one or all of the trust funds referred to therein: Provided, That travel expense payments under section 1631(h) of '^^^^ ^^^ ^^y ^ made only when travel of more than seventy-five jjj.jgg jg required: Provided further, That $145,000,000 of the foregoing amount shall be apportioned for use only to the extent necessary to process workloads not anticipated in the budget estimates, for automation projects and their impact on the work force, and to meet mandatory increases in costs of agencies or organizations with which agreements have been made to participate in the administration of titles XVI and XVIII and section 221 of the Social Security Act, and after maximum absorption of such costs within the remain(jej. of the existing limitation has been achieved: Provided further, That $182,939,000 for automatic data processing and telecommunications activities shall remain available until expended: Provided further, That none of the funds appropriated by this Act may be used for the manufacture, printing, or procuring of social security cards, as provided in section 205(c)(2)(D) of the Social Security Act, where paper and other materials used in the manufacture of such cards are produced, manufactured, or assembled outside of the United States.
