AN ORDINANCE ENACTING LOCAL POLICY ON FORCED OR PRE-EMPTIVE EVACUATION OF THE MUNICIPALITY OF URBIZTONDO, PANGASINAN

Be it enacted by the Sangguniang Bayan of Urbiztondo, Pangasinan to wit:

I. Title. This ordinance shall be known as the “Forced or Pre-Emptive Evacuation of the Municipality of Urbiztondo, Pangasinan”.
II. Scope. This ordinance shall be applied to all residents-at-risk during disaster or calamity.
III. Definition of Terms:
1.  Forced evacuation – is the mandatory bringing of people away from the threat or actual occurrence of a hazard.
2. Pre-emptive evacuation – is the voluntary evacuation of people away from any imminent disaster to avoid loss of lives upon assessment of the current situation and order by the DRRMC.
3. Disaster – a serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts, which exceeds the ability of the affected community or society to scope using its own resources; an actual threat to public health and safety where the local government and the emergency services are unable to meet the immediate needs of the community; an event in which the local emergency management measures are insufficient to cope with a hazard, whether due to a lack of time, capacity or resources, resulting in unacceptable levels of damage or number of casualties.
